    Assessing the Efficiency of Mother-to-Child HIV Prevention in Low- and Middle-Income Countries using Data Envelopment Analysis

    AIDS is one of the most significant health care problems worldwide. Due to the difficulty and costs involved in treating HIV, preventing infection is of paramount importance in controlling the AIDS epidemic. The main purpose of this paper is to explore the potential of using Data Envelopment Analysis (DEA) to establish international comparisons on the efficiency implementation of HIV prevention programmes. To this effect we use data from 52 low- and middle-income countries regarding the prevention of mother-to-child transmission of HIV. Our results indicate that there is a remarkable variation in efficiency of prevention services across nations, suggesting that a better use of resources could lead to more and improved services, and ultimately, prevent the infection of thousands of children. These results also demonstrate the potential strategic role of DEA for the efficient and effective planning of scarce resources to fight the epidemic.HIV Prevention; DEA; Mother-to-Child HIV Transmission.

    A Multiple Criteria Framework to Evaluate Bank Branch Potential Attractiveness

    Remarkable progress has occurred over the years in the performance evaluation of bank branches. Even though financial measures are usually considered the most important in assessing branch viability, we posit that insufficient attention has been given to other factors that affect the branches’ potential profitability and attractiveness. Based on the integrated used of cognitive maps and MCDA techniques, we propose a framework that adds value to the way that potential attractiveness criteria to assess bank branches are selected and to the way that the trade-offs between those criteria are obtained. This framework is the result of a process involving several directors from the five largest banks operating in Portugal, and follows a constructivist approach. Our findings suggest that the use of cognitive maps systematically identifies previously omitted criteria that may assess potential attractiveness. The use of MCDA techniques may clarify and add transparency to the way trade-offs are dealt with. Advantages and disadvantages of the proposed framework are also discussed.

    D. João de Castro Bank (DJC) is a shallow seamount with hydrothermal activity located between the islands of Terceira and São Miguel, Azores (Portugal). Due to its remote location, few investigators have worked in the area. Thirty-three species of marine molluscs are recorded as new for DJC which brings the total number of species to 42 for this specific area. Common micro-mollusc species known for the Azores (e.g.: the sublittoral species Alvania poucheti and Setia subvaricosa) are not present, and possible reasons for this are discussed

    On the Estimation of Hospital Beds Occupancy After Hip Surgery

    For hospitals, the variability on demand (number of daily urgent admissions) and the variability in the Length of Stay (LoS) (bed occupancy) may affect the quality of service provided to patients and the effectiveness of the overall service. This paper studies the LoS of 238 patients who performed hip surgery in the orthopedic service of a Portuguese hospital in 2014.     How to create indices for bank branch financial performance measurement using MCDA techniques: an illustrative example

    Most banks have been negatively affected by the recent economic recession, which has forced them to evaluate their operating performance including the financial performance of bank branches. Approaches that have been applied to address the financial performance evaluation of bank branches include: optimization techniques, simulations, stochastic tools, fuzzy logics and decision support systems. Although recent improvements have been made in assessing financial performance, the potential for significant further improvement remains since the recent world economic crisis is adding pressure on business margins. The purpose of this paper is to construct an exemplificative evaluation index for bank branch financial performance by integrating cognitive maps with measuring attractiveness by a categorical based evaluation technique. We aim to apply this methodology constructively to serve as a learning mechanism and introduce transparency in the decision making process. Practical applications, strengths and weaknesses of the proposed evaluation index are also discussed

    ARCHI: pipeline for light curve extraction of CHEOPS background star

    High precision time series photometry from space is being used for a number of scientific cases. In this context, the recently launched CHEOPS (ESA) mission promises to bring 20 ppm precision over an exposure time of 6 hours, when targeting nearby bright stars, having in mind the detailed characterization of exoplanetary systems through transit measurements. However, the official CHEOPS (ESA) mission pipeline only provides photometry for the main target (the central star in the field). In order to explore the potential of CHEOPS photometry for all stars in the field, in this paper we present archi, an additional open-source pipeline module{\dag}to analyse the background stars present in the image. As archi uses the official Data Reduction Pipeline data as input, it is not meant to be used as independent tool to process raw CHEOPS data but, instead, to be used as an add-on to the official pipeline. We test archi using CHEOPS simulated images, and show that photometry of background stars in CHEOPS images is only slightly degraded (by a factor of 2 to 3) with respect to the main target. This opens a potential for the use of CHEOPS to produce photometric time series of several close-by targets at once, as well as to use different stars in the image to calibrate systematic errors. We also show one clear scientific application where the study of the companion light curve can be important for the understanding of the contamination on the main target.Comment: 14 pages, 13 figures, accepted for publication in MNRAS, all code available at https://github.com/Kamuish/arch

    Enrollment time as a requirement for biometric hand recognition systems

    Biometric systems are increasingly being used as a means for authentication to provide system security in modern technologies. The performance of a biometric system depends on the accuracy, the processing speed, the template size, and the time necessary for enrollment. While much research has focused on the first three factors, enrollment time has not received as much attention. In this work, we present the findings of our research focused upon studying user’s behavior when enrolling in a biometric system. Specifically, we collected information about the user’s availability for enrollment in respect to the hand recognition systems (e.g., hand geometry, palm geometry or any other requiring positioning the hand on an optical scanner). A sample of 19 participants, chosen randomly apart their age, gender, profession and nationality, were used as test subjects in an experiment to study the patience of users enrolling in a biometric hand recognition system.by FCT – Fundação para a Ciência e Tecnologia within the Project Scope UID/CEC/00319/20

    Adding Value to Bank Branch Performance Evaluation Using Cognitive Maps and MCDA: A Case Study

    The performance evaluation of bank branches is a difficult task. One of the main reasons for this difficulty is the complexity inherent in the variety of aspects to be considered in the evaluation, and the multiple and conflicting interests of the different stakeholders involved. In this paper we aim to show how cognitive mapping and the MACBETH approach can be used to support the evaluation of bank branches through the development of multidimensional performance evaluation systems, and to deal explicitly with the trade-offs between the different dimensions of performance and interests of different stakeholders. A case study is discussed where these techniques are used in a constructive way, making the learning activity easier and introducing transparency in the decision making process. The strengths and weaknesses of the integrated use of these two operational research techniques in this context are also discussed.

    Measuring organisational performance using a mix of OR methods

    Performance measurement has become an increasingly important issue in recent years. In spite of the remarkable progress that has been achieved in this area of research, many performance measurement initiatives fall short of their potential in supporting decision-making. This paper argues that adopting a multi-method approach to assessing performance has the potential to result in more comprehensive and effective performance measurement systems. To support this assertion, the paper discusses the development of a performance measurement system for a Business Tax Department, which combined the use of several operational research (OR) techniques including qualitative system dynamics, data envelopment analysis and multiple criteria decision analysis. The use of these OR techniques was influential in developing and implementing the performance measurement system and has the potential to be transferred to other contexts

    Nano-scale hydrogen-bond network improves the durability of greener cements

    More than ever before, the world's increasing need for new infrastructure demands the construction of efficient, sustainable and durable buildings, requiring minimal climate-changing gas-generation in their production. Maintenance-free “greener” building materials made from blended cements have advantages over ordinary Portland cements, as they are cheaper, generate less carbon dioxide and are more durable. The key for the improved performance of blends (which substitute fine amorphous silicates for cement) is related to their resistance to water penetration. The mechanism of this water resistance is of great environmental and economical impact but is not yet understood due to the complexity of the cement's hydration reactions. Using neutron spectroscopy, we studied a blend where cement was replaced by ash from sugar cane residuals originating from agricultural waste. Our findings demonstrate that the development of a distinctive hydrogen bond network at the nano-scale is the key to the performance of these greener materials
